What migration system does an ageing Netherlands need?
The Netherlands does not have one migration problem. This essay develops a simple-gate hybrid: preserve understandable skilled routes, keep ordinary third-country work under its normal labour-market test, and create a narrow statutory corridor for essential shortages that domestic adjustment cannot resolve in time. The design is a disclosed normative choice, not an empirically proven optimum.
